Gov. Kim Reynolds (R), who made the legislation the top priority of the 2021 legislative session, promptly signed the bill, saying, "It's time to put local control into the hands of the parents where it belongs. So that they can choose what is best for their children."

OK so they pass a law mandating that every school in the state will have in person classes come February 15 and that's "putting local control in the hands of the parents where it belongs?" What if they wanted to continue remote learning? No can do.

It likely means that in person education needs to be OFFERED by then. Not required by then. So families can opt in, or elect to stay remote. FL and TX have similar laws. They just require the OPTION of in person education to be offered to families.
