They want “non citizen” because you cannot sensibly write “illegal non citizen.” What they are actually gaming to remove is the word “illegal.”
A smuggler is not an importer.
A kidnapper is not an illegal relocation specialist.
A person who commits a crime is not an illegal anything.
A person who commits a crime, like illegally entering a country is not a an "illegal", they are a criminal!
