My guess.
Modern day farm workers are the slaves of today, so apparently its a tribute to them. I guess Biden could have put an original slave farm worker bust from the 19th century in the oval office as a tribute to their off spring, who were fooled into voting for the slavery supporting Democrat party once again, but that would seem a bit crass.

Illegal Immigration only creates a permanent underclass, Democrats only care about their votes, and Repukes only want the cheap labor.
