I have watched the video frame by frame and can never see a patch of skin and the shooter is wearing gloves.
Another thing that makes me doubt that this is LEO at all is that the shooter is wearing a hood.

Not what I see. No gloves, is brown skin below and above bracelet. No definite hood, is large black mask or bandito-style mask covering nose/mouth/chin/neck. Rounded head and forehead with medium brown forehead skin with receding hairline and short black with gray hair. Angle and distance of shot was close, and backdrop beyond target probably seemed low risk to shooter (was toward the door and wall behind intended target). Pretty callous shot, though. Could have moved forward and bashed her with gun to discourage coming through, instead of just shooting. Cold.
Not much angle on the shot - the door he was shooting from was directly in line with the stairs and she was slightly to the left of the stairway. She was being followed up the stairs by at least 5 police officers and there was another police officer a few feet to her left in the hallway.
Not only was shooters line of fire not clear, there were a lot of officers in the line of fire.
Bad shoot at best but thinking it's worse than that
