You break into to the Capital full of armed men who are charged with protecting the lives of the Congress and no one is going to get shot?
These men were in the last strong hold of the building.
When would they be allowed to defend the lives of everyone stuck in that room?

the protestors were simply ignoring the cops he must have been a real wuss since NONE of the other cops were felt the need to shoot
he coulda left out another door but no, he took a shot, a shot that might just be the next shot heard round the world.
There were at least three armed cops standing behind her. Not one of them could have pulled her down from whatever she was climbing on?
