The press is already claiming that Trump supporters “stormed the capitol” and shot the woman.
Police did it. Most have said Capitol Police. Here’s what some witnesses who were next to her had to say.

If the shot happened they way I've seen it described - through a door or opaque window - it's likely that one of the plainclothes security guys in that photo is the shooter. Very possibly a negligent discharge, given the lack of any visible threat on his side of the door.
