Pence doesn't have the Constitutional power to introduce slates of electors that weren't sent by state legislatures.

So then why did Pence introduce slates of electors NOT sent by state legislatures, but sent by state governors? Given the international election interference he could have requested that the legislatures certify the slates themselves as a matter of national security. He failed the test.
