From the NYT GA Senate results site:

"Nearing midnight, about 15 Georgia counties have yet to report all their votes, including four Atlanta metro area counties — Cobb, DeKalb, Fulton, and Gwinnett."

Cobb, DeKalb, Fulton, Gwinnett (plus a few thousand votes in Chatham County - to be counted starting at 8:00 am tomorrow).
