OK. Let’s look at death rates per million. Let’s use counties rather than states, because counties are more homogenous in terms of behavior and population density.
The San Francisco Bay Area is home to a huge population of Chinese nationals, dual nationals, and techies with business connection to China. Bay Area is also a major tourist destination for Chinese nationals.
So thousands of people were flying from China to Bay Area every day, bringing with them, Covid19. Bay Area identified 3 of the first 20 Covid cases in USA.
But Bay Area was the first in the nation to go into lockdown, and its people observed social distancing and masks.
Now, look at the results:
Covid19 death rate per million:
Contra Costa County = 305 (Swalwell territory)
Santa Clara County = 330 (Lofgren territory)
Kern County = 550 (McCarthy territory)
Fresno County = 710 (Nunes territory)
Also, let’s look at some states with low population density, low population of Chinese nationals, zero tourist attractions for Chinese, and zero tech companies with Chinese ties:
Montana = 890
Alabama = 970
Iowa = 1200
Louisiana = 1,500
North Dakota = 1,600
The data is from the same source, so over-attribution of deaths to Covid19 applies to all the data points.

Why did you scrutinize California counties and then compare them to entire states?

Covid-19 had been politicized. I don’t take much about it at face value any more.
I am bothered by the deaths of blacks, hispanics and Republicans. There is no reason for it. I am also bothered by the overreporting of other deaths as COVID in many locations.
What bothers me the most is the spread in December 2019 without much death in nursing homes, etc. I believe that nursing homes have been targeted and not just by Cuomo's insane policies. Actually targeted.

There are so many assumptions (such as characterizing Fresno as “Nunes territory” which implies the state, local and federal COVID related approaches, restrictions, and mandates are all Republican somehow Republican.
FYI, Fresno county has a wide majority of Democrat voters, and an equally wide majority of elected Democrat politicians at all levels, Federal, State, and local. That county also went for Barack Obama twice and Joe Biden (if the results can even be believed)

I would be surprised if you somehow managed to obtain information on individual dying of COVID and were able to correlate that to the deceased person’s political affiliation.

As I said, I can appreciate that you want to bring statistical data to bear on the subject, but having worked with data and its various forms of presentation for decades, there are statistics and damned statistics. And making an unsupported assertion as fundamental as a county is “Republican” because they have 30% of all offices at the Federal, state, and local levels populated by Republicans is not sound.

Corona virus common colds are prevalent in Asia and on the West coast of the USA.
My guess - a large percentage of the people here in Seattle and in the Bay Area have at least some level of immunity to COVID-19 - thus, lower death rates.
In addition, Seattle and the Bay area have conspicuously lower numbers of Blacks and Hispanics, who have higher infection rates and death rates than whites and Asians.
When I look at your state data, I instantly see three things.
Alabama and Louisiana have exceptionally high numbers of Blacks - more than 30% of residents in both states.
The deaths in Iowa and North Dakota are heavily concentrated in the meat packing industry, which is 100% Hispanic.
Blacks and Hispanics are also more likely to work and live in high density situations, which increases transmission of COVID-19.
The high death rate in Montana? I do not know.
However, Montana has a Democrat Governor, a Democrat Lieutenant Governor, and a Democrat Senator (as I write this).
Bottom Line...
Healthy people under age 60 have the same or less risk from COVID as they have from influenza.
Protect the aged and the infirm.
Everyone else, go back to your normal life.
