The Kennedy Center contributes a portion of the funds to the DNC. Many would call it graft or money laundering.

The Kennedy Center is a DNC slush fund. They already got $30 million on the 1st stimulus, and since then has remained closed. Trump is appointing trustees to monitor the funds. Either way, pocket veto the damn ill in its entirety.
