I disagree with coming thru VA, if they close the main access, you're down to Arlington Memorial or Key on foot.

Do they allow horses— or must they have a Negative Coggins. Could ride in— and make sure to have the diapers on and clean up. That would be wonderful, especially if the Buffalo Soldiers, along with other civilians.
