As for the overall risk, its true that there is near-zero risk of Covid vs those under 60. Which is why I think no-one under 60 should get the vax.

The article isn’t really saying that the vax could kill them. It’s saying that the vax may not be able to defend the frail elderly from the disease.
If you are too frail your immune system will not be strong enough to be stimulated by the vaccine, which is what is needed for the vax to be effective.
