Primaries don't have to be open. If the Republican Party is willing to pay the expenses then they can hold their own primaries like the smaller parties do.

If the Republicans depend on the state to run their primaries, then the state has the right to decide how it goes. But if the Republicans are willing to pony up the costs, then they can run closed primaries.

But why would RINOs want closed primaries? All it would mean is that the more conservatives candidates would have a better chance of winning. The RINOs love open primaries because if a Republican ever does get one of the top two spots, then it is most likely to be a RINO.
