Can Texas reword and file again?

Or sue in federal court in Texas?

Yes.

They don’t need leave of court. SCOTUS has jurisdiction already. If they sued the other states in district court in Texas, the federal lower court judges would kick it up for that reason saying Constitution clearly gives SCOTUS jurisdiction.
