They did that effectively, with help from the media, when it was discovered that Hillary Clinton had an illegal server in her New York home. The Democrats claimed (and even as recently as yesterday) repeated the lie that Russians hacked the server and released the emails instead of acknowledging the seriousness of having an unsecured server handling classified traffic in a private home.
