Keep in mind that the US Border Patrol used to operate out of an old base about 40 miles SE, flying long endurance radar balloons to fill in an area with poor radar coverage between Del Rio and Laredo. Was closed down 8 - 10 years ago.
Also, West Texas A&M University in Canyon, TX is the only UL certification site for windmills in the US, maybe the world. It is smack dab in the purple category of wind speed at 80 meters, and has (and does) allow Chinese companies to test their windmills outside of Canyon for the 18 - 24 months that it takes to pass the UL certification process.
There is plenty of wind speed near the cap rock by Amarillo, but as noted in the quote, not so much by the lower elevation near Del Rio. That location is closer to the transmission lines that feed San Antonio and Austin, which may have figured into the calculation of where to build the wind farm.
