I haven’t seen a denial that officials said “Time for everyone to go”. I have only seen the officials claim that it was not illegal to count the ballots with the observers gone.

And even if the officials had said “time for everyone to go, we are shutting down here” at most they have been caught in a lie but was there anything criminal in makng such a dishonest announcement?

It would be criminal if they lied under oath to a judge that they did not tell people time for everyone to go. That is called perjury and can be enough to loose a professional license over (Attorney, CPA, Insurance broker, etc.)
