Given that doesn't appear to be the case, suffice it to say that when teens do what teens tend to do together, sexually transmitted diseases get passed, and some of those sexually transmitted diseases lead to cervical cancer. If you only ever vaccinate girls, you're -at best- getting half the population with a vaccine that's ~88% effective. So 44% of your population is protected. And that's if everyone gets it; which they won't, so it's even lower than that.
If you vaccinate everyone, you're getting - at best - 88% of the population protected. One of those creates herd immunity. The other does not. Do you want to stop the disease or just kinda slow it down a bit?
