Now I understand but really - if they don’t want punishment, why can’t they behave themselves? That would make too much sense - and no room to complain or get attention.

Are those not volunteer? Most ‘prison jobs’ are subject to intense competition to get into them, especially ones which allow them to get outside, or out of the prison itself.
