I have read elsewhere that this claim is wrong. Supposedly they were comparing ballots mailed in the primary to ballots received in the General.
Does anyone know for sure what the truth is on this point?

Who knows what to believe anymore? I believe there was fraud, but this seems to be a particularly clumsy effort if it is true.

Based on what I have seen, that is the case - though the confusion is the fault of PA rather than the Trump legal team.
There’s still some funky stuff with the numbers, but this particular set seems to be based on a failure to update the state website.
There’s a thread around with references, but it might be lost in the sea of threads like this one.
