This article publisehd before the election alludes that about 3 million ballots were mailed out:

“More than 78% of Pennsylvania voters who requested a mail-in or absentee ballots have already cast their votes by Election Day eve.

Secretary of the Commonwealth Kathy Boockvar said Monday 2,414,349 ballots that have been returned. Among those mail-in ballots, 1,596,195 – or 66% – came from Democratic voters, while 555,805 – or 23% – are from Republican voters. The remaining 262,349 (11%) came from third-party or unaffiliated party registrants.”

This 1.8 Million claim is not in line with reality. Well over 2 million was being reported long before Election Day... this is not the only source for this.
