Or not issue a pardon, but be very loud during the whole week prior that he’s considering pardoning Joe for his crimes. It’ll get some air time and maybe people will learn more about Joe’s crimes.

OK,that's another interesting option.But if he were to do either...pardon,or just talk about a pardon...he should make it clear that he'll leave it up to Plugs (or to Heels Up) to pardon Hunter.
Hey,BillyBob pardoned Roger...so it's not unprecedented.
