He's not talking about the vote in the House if nobody gets a majority of Electoral College Votes cast.

He's talking about Congress challenging the votes of the Electors when they are read in front of a joint session of Congress.

It seems any objection in the House (in this case) must be upheld in the Senate to become effective.
