Sounds like they were recycling the outer envelope stuffed with counterfeit ballots.

There were spikes on google searches involving the information on voter fraud and legal penalties for it that occurred just before and after the election in the swing states. If a number of those searches could be traced to elections officials and poll workers of those states, then those folks could be subpoenaed and questioned over what they knew.
