I think that’s the wrong part of the constitution. Mail in voting is technically different from absentee voting will be the claim.

Then the exception swallows the rule and runs afoul of Article VII, Section 6:
Election and Registration Laws
All laws regulating the holding of elections by the citizens, or for the registration of electors, shall be uniform throughout the State.
The argument is that general mail in ballots are not uniform with in person voting, since the ID and challenging rules are different.
