Once again, just to be accurate, the FCC does NOT license networks, they license individual stations. The FCC has no control over network content (except for airing adult films etc) it is the public who watches them and buys the sponsor’s products..
The networks have Owned and Operated TV stations in the major metropolitan areas like NYC and LA
