To who[m does one pay 10%]?

In most jurisdictions, a third party - known as a bail bondsman - may put up the bail and you pay him 10% cash, which you never see again, and sign a contract assigning your bond to him. He then puts up the whole bond. If you fail to appear, under the contract and applicable law, the bail bondsman can hire a bounty hunter to return you the authorities. The bondsman and bounty hunter split the bail.

I understand how a bail bond works. I also understand there are no bondsmen in WI. Cash bonds for bail.
