HARRISBURG — A deeply divided state House on Thursday voted to approve a Republican-sponsored measure that sets up a near-immediate audit of the 2020 election, citing inconsistencies and confusion in the electorate as evidence the process must be improved for future elections in the state.
The chamber voted 112 to 90 for a resolution that told the Legislative Budget and Finance Committee, or a contractor it will hire, to conduct the audit and report back by early February.
Republicans argued they were responding to constituents who were confused by some of the procedures as the state conducted a high-turnout election during a pandemic and under greatly expanded mail-in voting eligibility.
Democratic arguments that the measure should be revised or was unconstitutional were defeated by the GOP majority.
“There is no need to fear this audit. I welcome it. We all should welcome it, to find out what went right and what went wrong,” said Bedford County Rep. Jesse Topper, the prime sponsor of the resolution.
The resolution does not require approval by Democratic Gov. Tom Wolf or the state Senate. There is no limit on how much the committee can spend on the study.
Separately, the Department of State plans another “risk limiting” audit under a pilot program to apply statistical tools that will measure the election’s accuracy and check for possible interference.
This second audit is to involve data from every county.
Democrats attacked the proposal, calling it unconstitutional, damaging to democracy and unnecessary.
Mr. Wolf issued a written statement by email during the debate, saying any audit done by this approach would be “incomplete, duplicative and unreliable.”

There can’t be broad-based mail-in balloting in future elections. You’re just handing the Democrats perpetual power over the commonwealth.
If they manage to produce what they were required by law to retain, and they come close to equaling the number of ballots cast, you then say "Now, let's give these envelopes a cursory review to check to see if they all have a signature, and have either a postmark or have a timestamp of when they were received." If you don't find significant errors at that point, fine.
If you do have significant errors, HOLD THE CLERKS ACCOUNTABLE WITH FINES AND/OR JAIL TIME.
The only way to get these elections somewhat cleaned up is to provide meaningful consequences for violating the election laws.

Audits don’t matter.
Only victory matters. Victory is in having no Electors from PA, or Trump Electors from PA. They come from the legislature.
I suspect NO electors are going to be likely. It will be easier for the legislature to refuse certification than to appoint Trump electors.
This could be good enough if Pelosi can be forced to schedule the House vote.
Nancy Pelosi fully supports this maddeningly slow walk of vote verification.
At a certain point, she will become our president, if all remains unresolved.

After the fact will do no good because we all know that they will not kick Biden/Harris out once thy are in, although we all also know that if the roles were reversed, they would be demanding Trump surrender his presidency.

At the risk of sounding over-optimistic there is the possibility that this proposal was sort of a test-vote to see what the Republican majority was collectively thinking about the election result. IOW’s maybe they are signaling to the USSC that they may not vote to certify or may award the slate of electors to Trump?
Don’t forget that the USSC has to decide how far their ruling will go. Will they invalidate the election not knowing how the Pennsylvania legislature might vote? I don’t think so. I think that absent that signal the USSC is more likely to move narrowly on the votes that were impounded under Justice Alito’s orders and let the chips fall where they may on a recount of those.
That’s actually perfect for Trump getting to the SCOTUS before Dem:-)
Those machines should be traceable to the polling locations used. They must be seized/impounded and put under lock and key to prevent re-setting or other tampering.
I suspect NO CERTIFICATION has the inside track vs Trump Electors. You only need one house to refuse certification and the 20 EVs are not awarded.
Get Biden under 270 and the word “immediately” in the Constitution for the House vote by delegation will be tested. I suspect the USSC will rule on the word immediately, and it won’t be months. Or even weeks.
The Constitution says if neither candidate has a majority of total EVs (removing a state does not reduce the majority) then the House must vote by delegation “immediately”.
I do suspect she won’t be able to translate that into “never”. This is a viable path for Trump re-election. It’s how Thomas Jefferson became president.
by the time electors are scheduled to meet some of these results will be in progress and partially known by the rest of the nation.
since Pennsylvania voted thus, their electors will NOT be ready or fully accepted in time for the US congress which even will cast the pall of “dis certification” over the whole electoral process, MOST likely forcing an overall no certification by electors, and by then there will also be other impacts to the status of several states.
The democrats KNOW this is coming. Trump DID have 410 EV’s on track election night... and this was for all the marbles.
AS a result of their cheating being likely the election will then go to the one state one vote house chamber and the president will be selected.
then the vice president will be selected by the Senate.
In theory, the house would choose trump and the senate would select pence.. However the deep state pubbies like mitt... may try to get themselves a ringer for that job slot.
By the end of february, riots in all the primary democrat cities with many fatalities, martial law and cleanup arrests of known traitors.
By this time next year, nancy will have lost her speakership in the house... and several senators and congress members will be no longer employed.

Yes, and having an audit “in the works” would be reason enough for the legislature to not certify. How can you certify an election under audit? That’s like a lottery “winner” collecting his check before his ticket is verified.

Looks like the auditors have to report back by early February at the latest, but that doesn’t mean the audit necessary has to take that long. And that might be better than doing a quick hurry up audit, which could be an incomplete job that ends up rubber stamping and certifying a fraudulent vote.

The Pennsylvania legislature is in a tight spot. Most of those Republicans are pretty moderate by national standards. Not a lot willing to rock-the-boat from what I see. But if they are suggesting by this vote to audit the election that they might not seat any electors from PA then the USSC has the ‘green light’ for a sweeping ruling in Pennsylvania and possibly other contested states.

it would also serve to let the USSC know that the state legislature does not agree with what is going down... as per the constitution requires.
imagine if this happened in 6-8 states over the next three weeks.
we are loooking at a house election... and the evidence of this being the plan, would be what is NANCY PELOSI preparing for... not in terms of details, but in terms of stiring up her party to flood the air waves with threats of illegitmacy of the courts to rule on the Constitutional meaning of “is” actually is, or what the term “state legislature” means.
by what they are bracing for, it indicates what they expect the outcome to be.
I expect prosecutions, convictions for treason and the requisite penalty.
