So one of the problems with it being a server, is that if it is a server alone, the number of ballots would not be anywhere close. If they are close, then it has several other things that would have to happen.

The simplest non-server thing would be to just have a bunch of ballots set up and insert them into the process.

It had to be the server alone BECAUSE they could not have been physically able to feed that many ballots into the scanner that fast!! The scanner is not able to process that many ballots in that period of time!!{
