Larry, any thoughts from ZenMaster on the border wall. If Congress appropriates money for a border wall, can Biden refuse to spend it?
If general, I think if Congress appropriates money for a project, the executive branch can’t refuse the project?
The good thing about Continuing Resolutions that Congress always passes, is it continues previous appropriations which I believe include Border wall funding.
If Biden halts the wall and Congress has appropriated money for it, someone needs to file lawsuit in a Texas friendly district court to force the spending.
