You wouldn't need to recount the entire country, or even an entire state. All you would have to do is to hand recount one precinct to demonstrate the switch (or lack thereof) of votes.

With the caveat that it’d have to have been a precinct where it happened, and large enough to distinguish between a 2% shift and the normal errors.

Once the ballots are sent to the tabulator, the envelope with the voters’ signatures is discarded, then after the tabulation the ballot is discarded. No trace, no paper. All you have left, at best, is a piece of paper naming the selection. Hand recount will just verify the Biden win. You have to go after the electronic ballots because that’s the only evidence remaining.
