The Secretary of State Raffensperger made the change in a settlement with democrats in March 2020. In essence, he agreed to change the law, circumventing the GA legislature.
So basically, the same thing PA did according to L Lin Wood.
If that's true, and if SCOTUS follows the Constitution, all those votes will be tossed.
