Using different counting procedures in different counties is a violation of the Equal Protection Clause of the 14th Amendment.

If the legislature’s which are both Republican refused to vote a Republican set of electors then they will not be seated or counted along with the electoral college electoral college and the total number of votes required to win more than 50% will be reduced by the number of electoral votes that Pennsylvania has in its custody.
But they will vote in the Republican trump set of electors however the vote of citizens has been destroyed by the Democrat machine with ample assistance from the RINOS.
