“WTH is an ‘overvote’”

When I was doing elections it meant that there were more votes cast than there were voters. It may have changed its meaning since the ‘80s.

An overvote is a vote marked for both candidates which spoils the ballot in that race.

How does such happen?

1. Genuine mistake.
2. Deliberate spoilage of ballot.
