Art. II Sect 1

Each state shall appoint, in such manner as the Legislature thereof may direct, a number of electors, equal to the whole number of Senators and Representatives to which the State may be entitled in the Congress: but no Senator or Representative, or person holding an office of trust or profit under the United States, shall be appointed an elector.

Let me return the favor. And I'll do it without yelling.

Current Pennsylvania law says the candidate's party will appoint electors, not the legislature, and that such electors will be elected by the voters of the Commonwealth. The Pennsylvania legislature can change that, but I would think that would require a law doing so be passed and be signed by the governor. Even if that were to happen, changing the rules after the election would never make it through the courts.

So what did the PA Legislature direct? Do they allow for a Governor or Judge to meddle? I doubt it, but we need to see who wields authority once the Legislature has directed. If they say that the SoS shall certify, based on the popular vote, yada, yada, then they may be trapped by their own laws.
