It's why ballot boxes are held back - sometimes to after midnight. Democrats wanted to know how many ballots to stuff to make sure it's close - - too many would call attention to the fraud - too few would cause a loss.
To fix this type of voter fraud laws should be changed so all ballot boxes must be turned in within 2 hours of polling stations closing AND the official 'counting' process doesn't start until two hours after polls close.

Stacks of cards of "people who didn't show up to vote" were lined up, ice pick put on the chad spot to knock out the right chads with a hammer, then a few others to make it look like no ballots only had 'one vote'...
But there was a mess up...
...and the chad spot for a Republican was hit on many of the stacks... and that Republican won. Big mistake! There was fear someone would notice the high number of votes from the 'black community' for a Republican and that it might trigger an investigation - - but no one noticed and time moved on...
It was before my time so I don't know which race or year but I do know democrats have been doing voter fraud for decades...
On a lighter note, Did you notice that every race "too close to call" 2018 went to democrats? Does that strike you as odd? The same will happen in two years...
