The redo option was a Solomon like stinger option....it gives the fanatical dems an option to choose it but knowing that they would lose it they would probably take their chances with their state legislators(which could be lobbied to assign 1/2 the electors based on geographical support based on where each individual assembly person came from with the Senates of the affected states getting to chose have and the assembly the other half...the Governor could be allowed to choose one elector since he was voted on from all over the state. Then each side would feel it got something...Dems love stuff like that and I think there would be less chance Pelosi would reject the electors from pa based on such a process)
