And exactly how does a federal lockdown or mask mandate survive a constitutional challenge at the Supreme Court? I’m not aware of any federal statute that provides the kind of emergency powers to the feds that many of the state constitutions provide. I would imagine most of the Republican governors would rebel against this quickly.
They most likely plan to try to coerce states into compliance with lockdowns by predicating covid aid and other certain kinds of federal funding on that compliance. They’d have to somehow get it through the senate eventually, which is probably dependent on the circumstances at that time
