The State Legislature in PA has delegated this authority to appoint electors to the Governor and the SOS, both Democrats. Most states have done this. State Legislatures no longer appoint the slate of electors.

The law in pennsylvania states the popular vote determines, per the penn senate pres. It was done to specifically prevent that. (and keep the machine happy)
