Exactly.
Actually each state’s Congressional delegation does, and that might be the punt made by the USSC in States that are shown not to not have followed each respective state’s election laws in an unconstitutional manner, and the state of the balloting is such that a conclusive count of the invalid ballots can be made. The USSC could say that PA’s delegation now steps in on behalf of their citizens and vote among themselves who the electors go to. I don’t see anything that would prohibit that remedy but maybe I’m missing something
