New York, like California is a one party state. There is no need to cheat so the votes can be processed quickly.
Pennsylvania and North Carolina are competitive states. If one side is going to cheat, the vote needs to be slowed down so they can determine how many manufactured votes will need to be created and slipped into the votes being counted. Hence halting counting during the wee hours of the morning and stretching the count over several days. NC and Pennsylvania both have Democrat Governors and Democrat Secretaries of State. Both also have GOP legislatures.
