I saw, on the precinct map, that the precincts that shut down were clustered in two locations. One cluster was miles from the other, and the precincts that were clustered were often skipping over other precincts. Heck of a water main break, that skips precincts and manages to re-emerge miles away.

How hard would it have been to get a union pipefitter to arrange that?

Nah they just sent the observers home and then kept counting and bringing stuff in
