Source is the Constitution, 12th Amendment. Also safe harbor date for the Electoral College. If the state can't certify by the safe harbor date, then they don't send electors to the Electoral College. The 270 threshold is reduced to the majority of APPOINTED electors via the 12th amendment. Since Pennsylvania's 20 electors would be missing, the threshold becomes 260.
