Information from Snowden (and later expanded by Greenwald) revealed that the CIA would regularly work with UPS and Fedex to intercept packages going to surveillance targets. In particular, tech gear would have “back doors” quickly installed, and then shipped on to the target. CISCO Systems (a producer of internet routers) even complained about this to UPS.
