In 2106 I remember being surprised when Philadelphia posted results early. They always came in late to make up the difference.
Not every district reported early. I followed a couple of them from the inner city which reported after 97% of the vote was in. They increased their Dem vote totals every hour by 10,000 votes. Trouble was they ran out of time.
This year I would follow not just inner city but Montgomery county districts looking for vote fraud.
