So, if the Democrats boycott, does that mean the Republicans could win without all of them voting “yes”? If so, then losing Collins doesn’t matter, at all.
The Democrats must know they do not have the votes to block.
Dems were hoping there wouldn’t be a quorum (51) which would stop the vote from happening.
I think the Republicans are certain of 52 votes, all but Collins of Maine.
