My guess would be for non English speakers, don’t cha know.

I've read that sign language is not a universal language. The hand signs are different depending on the language spoken.

Different countries have different sign languages.

You are correct that it’s not a universal language for all Deaf across the globe.

It would be nice for them if it was.
