Perhaps by appointing tough, ethical leaders who can change the internal rules. POTUS has shown how this is done.
I do think the new rules allowing firing of government workers who are in critical areas of national/domestic security and national defense is a precursor.

Yeah, I agree with that. Just seems that even in past Presidential election cycles, we’d hear news and discussion more about House and Senate races, too.
Since RBG died, it’s definitely been the Presidential race followed by the Justice nomination.
