A hired PR person is paid to tell a predetermined story and interact within well-briefed parameters. They are not acting according to their own personal judgement.
A lot of people are fooled by that, they are used to dealing with ordinary people, who discuss things in a truly personal way, that is, they mostly believe in what they are saying. A good PR person can project a personality that emulates that, but one must keep in mind what they really are.
This applies to all kinds of PR persons. Corporations, legal representatives (who often act as or even hire pro PR agencies), bureaucratic spokesmen, and of course all kinds of politicians. Kayleigh McEnany, for instance, is also such a pro.
