Not necessarily, but in this respect 0bama's trapped:

Either Biden was acting as 0bama's surrogate, or 0bama was demonstrably incompetent while everyone in government went rogue.

I expect Zero to remain silent on the matter, just as Biden has seemingly chosen to do, but for different reasons.

All VP's operate on a tight leash.....lest they embarrass the administration.....VP's are not free agents.

As in any corporation.....all their activities must be signed off by their boss....the president.
